Price & time to apply
- Days of work: 7 working days (this period does not include the time it takes to submit and receive results at the accepting office; weekends and holidays as defined by law; and the time it takes for the applicant to fulfill financial obligations)
- Price: 1,000,000 VND (the fee for evaluating the application to issue a certificate of eligibility for individuals, organizations, and businesses conducting sports activities such as paragliding and kite flying is set by the relevant government authority)
Documents
- Business registration certificate.
- Application form for the Certificate of Eligibility to Conduct Sports Activities (using Form No. 02 from Appendix III of Decree No. 31/2024 dated March 15, 2024).
- A summary of the preparations made for meeting the business conditions for sports activities, as outlined in Form No. 03 attached to Decree No. 36/2019 dated April 29, 2019, which provides details on certain amendments to the Sports Law.
Process to get paragliding license for business
Step 1: Document application
- Individuals or organizations applying for a certificate to conduct sports activities, such as paragliding and powered kite flying, must submit their applications at the Administrative Service Center of the province.
- When receiving applications, the official checks if the application is complete and valid:
- If the application is complete and valid, it will be accepted, a receipt will be issued, and a date will be set for when the results can be collected, which is then given to the applicant.
- If the application is incomplete or invalid, the official will guide the applicant on how to properly complete or update the application as required.
- Once the application is accepted, it is immediately forwarded to the Sports Management Department of the Department of Culture, Sports and Tourism for processing (within half a day).
Step 2: Document validation
- If the application received is incomplete or invalid, the Department of Culture, Sports, and Tourism must notify and provide guidance within 2 days. They will send this notification back to the initial receiving office to inform the applicant to complete or correct the application as required.
- If the application is complete and valid, the Sports Management Department has 2 days to review the application. They will check the facility conditions and qualifications of the staff involved and then prepare a report for the provincial People’s Committee.
Step 3: License signed
Within 4 days of receiving the application from the Department of Culture, Sports, and Tourism, the provincial People’s Committee will review and sign the decision to grant the certificate of eligibility for businesses conducting sports activities such as paragliding and kite flying. The decision will then be sent back to the provincial Administrative Service Center.
Step 4: License received
- The provincial Administrative Service Center will notify applicants when they can come to pick up their results and fulfill any related obligations.
- Applicants should bring their receipt and appointment slip to the provincial Administrative Service Center for guidance on fulfilling any related obligations and to receive their results.
The center is open for application submission and result collection from Monday to Friday each week (except on holidays):
- Morning hours: from 7:00 AM to 11:30 AM.
- Afternoon hours: from 1:30 PM to 5:00 PM.

Requirements for paragliding business
Facilities requirements
The launch and landing areas must meet the following requirements:
- The launch area must be at least 70 meters higher than the landing area.
- Size of the launch area for paragliding: at least 15 meters wide and 10 meters long.
- Size of the landing area for paragliding: at least 30 meters wide and 30 meters long.
The suitable wind conditions for launching are as follows:
- For low-level paragliding (EN A, EN B rating): 0 to 5.5 meters per second;
- For high-level and competition paragliding: 0 to 8.8 meters per second.
There should be clearly visible rules and instructions boards at both the launch and landing areas covering the following topics:
- Rules board: This includes the hours for training, who is allowed to participate in training, competitions, and performances; who is not allowed; the appropriate attire for these activities; safety measures during training and competition; and other regulations.
- Instructions board: This contains a map of the flying area, boundaries of the flying area, rules concerning the flying area, the contact number of the person responsible for managing the flying operations, radio frequencies, and communication methods for emergencies.
Safety, Search, and Rescue Plan:
- The plan should clearly outline safety measures, search, and rescue procedures in the flying operation area managed by the facility and must be regularly reviewed and updated.
- Participants in paragliding and kite flying must be thoroughly briefed and instructed on the flight plan to ensure they understand the communication methods and the steps involved in search and rescue operations.
Equipment requirements
Equipment for Paragliding:
- Main parachute and reserve parachute.
- Harness, safety line system, two-way radios for communication, helmet, shoes, altitude meter, and GPS (Global Positioning System).
Communication and Coordination:
- Effective communication tools must be in place to ensure continuous contact from the operational team to the air traffic management in the area, covering all zones of paragliding activities managed by the sports facility and relevant authorities.
Cultural Compliance:
- The style of paragliding must be appropriate and respectful of local customs and cultural traditions
Frequency of flights and Density of instruction
a) Minimum Time Interval for Launches:
There should be at least 90 seconds between each flight.
b) Training Guidance Density:
- Each instructor should not guide more than 5 people per hour.
- Tandem flights should not exceed one person per flight.
c) Flight Frequency for Trainees: A trainee should not fly more than twice during one session.
Professional Staffing Requirements:
- Adequate professional staff should be maintained to match the activities offered.
Specific Requirements for Adventure Sports Businesses:
- Business Registration: Individuals and organizations wishing to engage in adventure sports must register as businesses.
- Compliance for Adventure Sports Businesses:
- Adventure sports businesses listed in the Ministry of Culture, Sports, and Tourism’s directory must meet the following staffing requirements:
- Sports Trainers should fulfill at least one of the following conditions:
- Be a coach or athlete of at least a level 2 standard or equivalent, appropriate for the registered sports activity.
- Hold a diploma in a sports-related field from at least a vocational level, suitable for the registered sports activity.
- Be trained in sports specialization as per the regulations set by the Minister of Culture, Sports, and Tourism.
- Rescue Personnel;
- Medical Staff on standby, or a formal agreement with the nearest medical facility for emergency medical services for participants in adventure sports activities when needed.
- Sports Trainers should fulfill at least one of the following conditions:
- Adventure sports businesses listed in the Ministry of Culture, Sports, and Tourism’s directory must meet the following staffing requirements:
