Vietnam’s New Health Declaration Rule – What Travelers Actually Need to Know (2026 Update)

Vietnam's health declaration rule starts July 1 — but here's what most articles aren't telling you. The system isn't live yet, and there's a fake website already scamming travelers.

You might’ve seen the headlines — “Vietnam requires health declarations starting July 1.” And you’re thinking: another form? Another queue? What do I actually need to do?

Here’s the thing: the Ministry of Health dropped some important clarifications today (June 30) that most news articles haven’t caught up with yet. The system isn’t even live. And there’s a fake website already scamming travelers.

Here’s what’s actually happening, what you need to do right now, and the one thing to watch out for.

What Actually Happened

On May 15, 2026, the Vietnamese government passed Decree 165/2026/NĐ-CP, which takes effect July 1. It creates a legal framework for health declarations at all border gates — airports, land borders, and seaports. The decree applies to anyone entering, leaving, or transiting through Vietnam.

The key phrase there: legal framework. This is not a blanket requirement that kicks in for every traveler on July 1.

Think of it like this: the government now can require health declarations when there’s a disease outbreak or public health risk. They have the legal tools ready. But the day-to-day implementation depends on the Ministry of Health’s assessment of current disease risks — not a permanent, all-hours requirement for everyone.

Which Border Gates Are Covered

The decree covers ALL points of entry and exit:

  • All international airports — Tan Son Nhat (HCMC), Noi Bai (Hanoi), Da Nang, Cam Ranh (Nha Trang), Phu Quoc, and others
  • All land border crossings with Cambodia, China, and Laos
  • All seaports handling international passengers

When activated, the requirement applies to:

Traveler TypeDeclaration Required?
Foreign tourists arriving in VietnamYes (when activated)
Vietnamese citizens departing overseasYes (when activated)
Transit passengers (connecting flights)Yes (when activated)
Travelers at land bordersYes (when activated)
Domestic flights within VietnamNo

Who Needs to Do This Right Now

Short answer: probably nobody.

The Ministry of Health clarified on June 30 that the declaration is not a mandatory daily requirement for all travelers starting July 1. It’s a tool that will be activated on a per-disease, per-risk-level basis. If there’s an outbreak of something contagious — say, a new variant or a regional epidemic — the Ministry will issue guidance on who needs to declare and for how long.

Right now, no such guidance has been issued. The online system isn’t even built yet.

That said, the decree is law as of tomorrow. So if you’re traveling in the next few weeks, here’s the practical advice:

  • Check the official Ministry of Health website before your flight — don’t rely on third-party travel blogs or forums
  • Have the paper declaration form (Appendix V of Decree 165) as a backup — it’s available in Vietnamese and English
  • If an officer asks for a declaration at the gate, you can submit it on paper right there
  • The 7-day rule still stands: declarations, when required, must be completed within 7 days before travel
US passport and travel documents on an airplane seat — travelers to Vietnam will need to monitor official sources for when health declarations become active
Travelers should keep an eye on official Ministry of Health announcements — not third-party sites — for when the declaration goes live.

⚠️ Important Warning — Don’t Use tokhaiyte.vn

This is the most important thing in this post. Read it twice.

There is a website called tokhaiyte.vn (literally “health declaration dot vn”) that’s been circulating on social media and even linked from some airline websites. It is NOT an official government site.

The Ministry of Health stated clearly on June 30: they do NOT use tokhaiyte.vn for health declarations. The official system hasn’t been launched yet — they’re still building it. When it’s ready, they’ll announce it through official channels.

Reddit users have already reported that both Vietnam Airlines and Vietjet Air websites were linking to tokhaiyte.vn as the declaration portal. This is either a scam site designed to collect personal data, or a well-intentioned but unauthorized third-party service. Either way — don’t enter your passport details, credit card, or any personal information there.

How to stay safe:

  • Only trust announcements from baochinhphu.vn (the Government Portal) or moh.gov.vn (Ministry of Health)
  • When the official system launches, it will be announced on these sites — not on Facebook or Instagram
  • If an airline’s website links to a health declaration portal, double-check the URL against official sources before entering any data
  • Report any suspicious sites to the Ministry of Health via their official contact channels

How It Works When the System Goes Live

When the Ministry activates the requirement, here’s how it’ll work:

Busy airport terminal with travelers and luggage — health declaration checks could add to immigration wait times at Vietnamese airports during peak hours
During peak travel seasons, a new health declaration checkpoint could add 15-30 minutes to immigration processing.

What Happens at the Gate

Health quarantine officers will be stationed at border gates. When you arrive:

  • Submit your declaration (electronic or paper) for verification
  • Pass through temperature screening via medical surveillance equipment
  • If flagged — on-site inspection: document check, travel history review, symptoms interview (capped at 2 hours)
  • If no issues — proceed to immigration as normal

The real impact for most travelers will be on processing time. During peak hours — especially summer and Lunar New Year — Vietnam’s major airports already see 60-minute immigration queues. Adding a health declaration checkpoint could push that to 90 minutes or more on busy arrival days.

FAQs — What Travelers Are Actually Asking

Do I need to fill out a health declaration for my July 1 flight?

Probably not. The Ministry of Health hasn’t activated the requirement yet. But check the official sources 48 hours before your flight in case of a sudden change.

My airline sent me a link to tokhaiyte.vn — do I use it?

No. That is not the official site. The Ministry of Health does not use tokhaiyte.vn. Do not enter personal information there. If you’re concerned, bring the paper form as backup.

What if I arrive without a declaration?

You can fill out a paper form at the border gate. The declaration can be submitted on arrival — you don’t need to have it ready before landing.

Does this affect visa applications?

No. The health declaration is separate from your visa, e-visa, or visa exemption. It doesn’t replace or affect any existing entry requirements.

Is this related to the PAI (Pre-Arrival Information) system?

No. The PAI system (rolled out earlier this year at Tan Son Nhat) is a separate immigration procedure. This is a health regulation under the Ministry of Health, not Immigration.

I’m transiting through Vietnam — do I need to declare?

Transit passengers are covered by the decree. But again, this only applies when the requirement is activated by the Ministry.

What’s Coming Next

The Ministry of Health is currently building the electronic declaration system. Once it’s ready, they’ll announce the official website address, launch date, and any initial activation requirements.

A few things to watch for:

  • The official declaration portal (URL to be announced — NOT tokhaiyte.vn)
  • Ministry guidance on which diseases trigger the requirement
  • Any trial periods or phased rollouts at major airports
  • Integration with existing immigration systems (e-visa, PAI, visa on arrival)

We’ll update this post as new information comes out. Bookmark it if you’re planning a trip to Vietnam in the coming months.

The Short Version

Decree 165 takes effect July 1, but the health declaration is not an automatic daily requirement for every traveler. It’s a framework that kicks in when there’s a disease risk. The online system isn’t built yet, and there’s already a fake website (tokhaiyte.vn) trying to scam travelers.

What you should do right now: Nothing urgent. If you’re traveling to Vietnam soon, check the official government portal (baochinhphu.vn) 48 hours before your flight. Don’t trust airline-linked declaration portals without verifying. And for a smooth arrival, make sure your visa and other entry documents are sorted well in advance.
